Rule 4- Section 15 – Article 2 -2
"A flagrant 2 personal foul is a personal foul that
involves contact with an opponent that is not only excessive, but also
severe (brutal, harsh, cruel) or extreme (dangerous, punishing),while
the ball is live….
b)Whether a player is making a legitimate effort to block a shot. Note
that a player may still be assessed a flagrant 2 foul on an attempted
blocked shot when there are other factors, such as *hard contact to the
head*….

C) The potential for injury resulting from the contact (e.g., a blow to
the head or a foul committed while the player was in a vulnerable
position "

He hit him hard in the head (part B) while he was in a vulnerable position, in the air, (part C) and result of the contact was severe injury (again part C).

Will Kirk Baseball says:

Whoever says this is a dirty play is out of their mind. Leaky is one of the most warm hearted college players, he would never intentionally injure somebody. If you call this a dirty play than watch the flayer ant 1 on NC State not even that dirty but still dirtier than this. No intent at all. If you have ever watched Leaky play you would know this is just him missing the ball. He obviously was very concerned after it. To add on the NC State coach said he knew Leaky would never try to hurt anybody. Honestly it was just the fact that he was falling already and Leaky gave him a tiny push and it caused a huge fall. Leaky probably didn’t even hit him hard it was just the way the weight was leaning. (Edit) he definantly hit him hard but not hard enough to push over a person that is balanced.

Wow seeing his body seizing up just shows how much pain he was in. Hopefully no serious back or nerve damage. Praying for a speedy recovery for the young man.

Carl Chao says:

Wishing Terquavion a speedy recovery – such a good player with so much potential. And that wasn't even a flagrant foul, just a basketball play that unfortunately connected on the follow through.

John Young says:

Hope Smith is ok. Leaky got his fingertips on the ball, but the follow thru hit Terq in the head. Leaky is the last person who would ever want to hurt another player.

Chelsea Alexander says:

I hope Smith has a speedy recovery, but are they just going to start giving out T's everytime somebody gets hurt?????The dude from UNC was making a play on the ball and honestly I've seen harder fouls in church league……..
