I think the efforts spent calling them, evaluating them, making trips, etc. would be wasted. Not all top players need to be recruited by Carolina. It reminds me of when Roy won the last title and then used his first visit/offer on Romeo Langford. So much time was probably wasted on him when he was pretty obviously going to Indiana, and Roy could have used those resources on other players. Time and resources are not unlimited.
